Alistair Burroughs

MPhil CWEM MCIWEM FConsE Chairman

Alistair started the company in May 1988, aiming to provide a sound personal service for clients seeking advice in the field of general Civil and Structural Engineering. His founding values of quality, integrity and experience remain at the heart of the business today, as does his “can-do” attitude and a reputation for getting the job done! Alistair has built a like-minded sister business in the Isle of Man.

Piers Burroughs

BEng (Hons) MSc PhD CEng FICE MCIHT Managing Director

Piers was appointed Managing Director of Burroughs in October 2015 having been a Director of the company since 2008. Under Piers’ leadership the business continues to grow from strength to strength, focused on the regional and UK market. He has an enviable reputation for successful project delivery, something that he passionately cares about. Piers’ vision is to develop a financially sustainable business focused on a commitment for successful project delivery; with a team who are engaged, enthusiastic and approachable; with a commitment to treat each client individually and to clearly understand their business drivers. Piers is proud of the long term relationships he has developed with clients, believing his core values are instrumental to this success.

Liam O'Brien

FCCA Finance Director

Along with leading our Finance function, Liam is responsible for HR and IT at Burroughs. Liam joined the Company in 2013 as Finance Manager having previously been employed by Amgueddfa Cymru National Museum Wales as the Financial Accountant. In 2015 Liam was appointed Finance Director. As a fellow of the Chartered Institute of Certified Accountants, he brings a blend of experience from practice, public sector and the private sector. Liam has also acted on the board of trustee’s and treasurer for a Cardiff based charity.

David Hickman

BEng (Hons) CEng MICE MCIHT Associate Director

David joined Burroughs in 2001 graduating from Cardiff University, he has been a Chartered Member of the Institution of Civil Engineers (ICE) since 2010 and a Member of the Chartered Institution of Highways & Transportation (CIHT) since 2018.  David is an Associate Director at Burroughs, taking an active role in the senior management team. As a registered Supervising Civil Engineer with the ICE David is a champion for team education and continued development, helping to encourage and advance young engineers.

From a broad and general knowledge of Civil Engineering, David has developed specialisms in drainage and infrastructure engineering. David leads the delivery of Civil Engineering projects and has wide-ranging experience; from multi-million pound government projects such as airport and quarry renovation to highway and transport integration and for smaller scale fast turnaround projects, such as sewer rehabilitation and pressure main installations.

Mark Gorry

BEng (Hons) CEng MICE MCIHT Associate Director

Since joining our Isle of Man office in 1998, Mark has worked in both a design and site supervision role on a wide range of schemes from commercial premises, domestic construction and refurbishment, highway schemes, surveys and monitoring, drainage, education, infrastructure and public sector projects.

Mark now fulfils a Major Projects Lead and multi-disciplinary technical design function in Cardiff, with increased roles in highways, civil structures, energy and resources, commercial premises and building structures. Mark particularly enjoys the benefits of early engineering input to the design process, working closely with architects and contractors and the benefits this brings to developing economic and practical structures.

Jonathan Lloyd

BSc (Hons) MRICS Associate Director

Jon joined Burroughs in 2010 and is a Chartered Quantity Surveyor with his recent experience being in project management and contract administration. Jon has a wealth of knowledge gained over many years with both private and public clients. Jon is familiar with both new-build and refurbishment projects in a variety of sectors including commercial, residential, industrial and more recently in the field of aviation. Jon has also undertaken the role of an independent Project Monitor for a number of funding institutions.

As an Associate Director Jon now leads the Project Management and Cost Management Team in Cardiff. Jon promotes the benefit of early involvement with clients and enjoys encouraging full involvement of the client in the development of the scheme budget and design.

Kevin Joseph

BEng (Hons) CEng MIStructE Associate Director

Kevin has almost 25 years experience in the design and management of a wide range of projects in residential, aviation, industrial, commercial and education sectors. Experienced at all levels ranging from Technician to Principal Structural Engineer through to Technical Director, Kevin has gained an in-depth knowledge in the practical, analytical and management aspects of his field of expertise. Kevin brings a pragmatic approach to projects developed from extensive knowledge of construction and buildability derived from time served as an ‘old school’ structural draughtsperson and significant site experience.

Ross Cullen

MEng CEng MICE Associate Director

Ross joined Burroughs in the summer of 2020 as an Associate Director in our Infrastructure team.  Since graduating in 2001 with a MEng (Distinction) from Southampton University, his 20 year career to date has seen him work on and lead a wide range of UK and international major highway and rail infrastructure projects. He is a Chartered Civil Engineer and has extensive knowledge of national and local authority design standards, different procurement routes and construction supervision.

Ross has an excellent understanding of all the ancillary components of highway and rail infrastructure projects and the associated interfaces. He is particularly adept at leading and co-ordinating multi-disciplinary design teams, whilst delivering to demanding programmes and building excellent working relationships with clients.

Ross is now part of the leadership team at Burroughs and leads the highways business, managing team workload and development, winning work and coordinating the support to the wider business.
